According to Denise, this is because each new user who imports an LJ imports all commenters on their LJs as OpenID accounts. The OpenID accounts, even if they're not active users or commenters on DW, count as new users, too. Again (not the first time I've said so this week) if I can find the entry where she made that comment, I'll add the link for it to this reply.
