It would make more sense to me if the law included a provision like "any billiard room in a locale where alcohol is allowed to be present." But the wording as it is seems to even include pool rooms at the YMCA? Unless kids need a parent's written permission to go to the YMCA anyway, in which case it makes sense.
The way you describe it, I can imagine scary pool halls where youngsters wouldn't be appropriate. But I'm finding it really hard to imagine a scary room full of pinball machines! Unless they have clowns painted on them with glowing red eyes, maybe.
