The difference with American Football is that the other team can, theoretically, score enough points to make a comeback.
Whereas if the Awesome Party have 5000 votes more than the Terrible Party and there are only 4000 votes left to count then you know who has won, and counting them doesn't make a difference, so you might as well go ahead and announce it.
