It's not the same as what they are now calling the Little Oktoberfest. After reading that page, it does match up with what I remember in that it was an American-German celebration where a lot of Germans came to get the typical American food (but they also sold some German food like the Dampfnudeln). It was held right on the edge of the American housing area near the elementary school.
