I've been leaning towards Boom myself. I don't know about the unlocking laws. My next step is to decide on what make/model phone to get. I plan to get an Android, mainly to have access to all the Android apps. Based on some criteria, I've narrowed it down to a smallish list of models that I could get at reasonable used prices.
