Feeling horny makes me want to fantasize and/or masturbate. Perhaps it is easier to arouse myself by fantasizing, when I'm feeling horny. But I don't feel horny very often. On the other hand, feeling arousal when I'm not feeling horny doesn't make me want to masturbate; it's just a good feeling that I enjoy on its own. A good mental and physical feeling. If I try to masturbate when I'm feeling aroused but not horny, it can be difficult to fantasize and to reach an orgasm.
