It sounds like the neighbor who keeps their dogs chained up all the time has gotten a new puppy. It's been whining almost non-stop since yesterday morning. It sounds horribly sad. Hopefully they are just temporarily taking care of the puppy for someone else, and they won't keep it. Maybe being sent to the pound and euthanized would be better than a life like that. Why would people who keep their dogs chained up so that they can't even reach each other or play with each other, keep getting new dogs? Maybe they don't feel that a dog is unhappy being chained up.
