Is the skin of a banana called a banana peel, even before it is peeled?
Is the rind of an orange called orange peel, while it is still all on the orange?

To skin is to remove the skin, to peel is to remove the peel. So I'd say yes, skin does not have to be removed to be called skin, ergo idem peel.

I don't like the thought of my skin being removed, but it's a valid point.
The etymology of the word peel says it comes from:
Latin pilō, pilāre (“to remove hair from, depilate”), from pilus (“hair”)

So, yes, you start out with hair and then you dehair it.
