Because they don't have good, reliable, well-paying jobs. Yeah, there are some people with a good job who still have money problems, but I don't generally feel so bad for them.
But you may choose one career path which looks good, and some years down the line, there's no longer enough opportunities in that career to make a living from it. Then you may struggle finding an alternate career. Or you may be a wonderful person, but just not have the brains or the right personality to be able to get into a high-paying field... and if your job is minimum-wage, it's going to be a struggle. Or you may even have a good-paying job, but you or someone in your family may have medical problems and high medical bills...
Or you may come from a poor family and not be able to afford a good college education without taking loans, even if you are smart and motivated.. and then you have to pay back the loans.
I was lucky enough to get a full scholarship. I've recently come to the decision that I should try to repay that money by donating to scholarship funds... if I had gotten loans I would have had to pay them back, after all. So even though I don't have to pay the scholarships back, I think I should.
